Position Summary
BCIT’s Institutional Research and Planning is seeking a temporary, full-time (1.0 FTE) Developer, Business Intelligence (Student Data). The Institutional Research and Planning team within the Vice President, Students portfolio plays a critical role in supporting evidence-based planning, decision-making, and monitoring of institutional performance that align with the strategic goals and priorities of the Institute. This includes planning and analytics services to support the Institute’s strategic and operational plans as well as the tracking of key performance indicators.

The current data environment has limitations in supporting the growing complexity of information needed to sustain the Institute; therefore, this position will provide technical leadership to help transform and improve analytical capacities on student data.

The successful candidate will work with stakeholders across the Institute to design and maintain a student data mart/operational store that would allow for transformation and linkage of multiple sources of information into a unified data model allowing for automated and standardized reporting and ultimately predictive analytics.
Duties & Responsibilities
DUTIES AND RESPONSIBILITIES:

  • Collaborates with various departments within VP Students Portfolio and Information Technology Services (ITS) to understand BI needs and develop solutions that support the initiatives and objectives of the Institute.
  • Leads the analysis, design, and documentation of data marts, ETLs, BI reports, and interfaces to support analytical research that assists in evaluation of educational and service delivery through key performance indicators, evaluation frameworks and enrolment metrics. Develops and executes queries to provide business insights.
  • Ensures accuracy, reliability, repeatability, and timeliness of data models and reporting through testing, data reviews, performance monitoring, and other methods, as needed. Collaborates with ETL Developer to support integrated data solutions.
  • Under the guidance of the Director, Institutional Research, ensures data structure and access are adherent to data management and security policies. Assesses related problems and recommends appropriate outcomes.
  • Configures and maintains multiple databases on student data for VP Students Portfolio and controls application versions throughout the life cycle. In consultation with ITS, ensures appropriate database security and audit structure alignment with BCIT data privacy, system security and integrity requirements; coordinates user access with other technical teams.
  • Monitors and diagnoses student data mart performance , report functionality, BI applications, usage and throughput statistics and provides technical solutions; carries out tuning activities for queries and ETL processes and improvements, as required.
  • In consultation with ITS, plans, configures and tests new database software versions and assists with migration of operational applications to the new environments that support the student data mart/operational store.
  • Participates in defining and refining design and implementation standards for student data mart and services including physical design, configuration, and operational procedures.
  • In consultation with ITS, creates, configures, and restoration processes related to student data mart, including periodic process testing towards ensuring data integrity.
  • Engages and provides technical advice to project teams across VP Students Portfolio that are involved in design, development, and implementation of database technologies to support client applications. Works collaboratively to develop data input and output standards.
  • Generates SQL statements to validate data attributes within source application.
  • Conducts quality assurance of deliverables and completes application acceptance, test procedures and change control.
  • Designs and develops appropriate database structures for various analytical and statistical tools (such as Tableau).
Qualifications
QUALIFICATIONS:
  • Institute of Technology Diploma, or Bachelor’s Degree in Science or Business; and a minimum of six years of current, relevant experience in an IT environment similar to BCIT, including four of the last six years in a similar position; or
  • An equivalent combination of education, training and experience.
  • Must have demonstrated advanced and current IT knowledge.
  • Must have demonstrated leadership and supervisory skills.
  • Proven commitment to providing and maintaining the highest level of customer service.
  • Effective oral and written communication skills.
  • Proven analytical and problem solving skills.
  • Strong organizational skills and ability to meet changing priorities and multi-task while meeting strict deadlines.

Salary Range Salary Range: $79,823 - $105,759 per annum.
Additional Salary Information
Salary prorated based on percentage and term of appointment. Salary based on education, experience and placement criteria as outlined in the Collective Agreement.
