Position Summary
BCIT’s Human Resources is seeking a regular, full-time (1.0 FTE) Manager, HR Advisory Services and Talent Attraction. This position provides strategic development and delivery of employee programs and advisory services to enhance talent attraction and succession, engagement, development, and retention of employees across the Institute. Manages a team of Human Resources Business Partners, Recruitment Specialists, Recruitment Assistants and related roles, fostering excellence, accountability, collaboration, and service orientation. Participates in the development of Human Resources strategies and plans by contributing expertise related to employee experience, talent attraction and acquisition, succession planning and people development. Leads strategic initiatives within areas of accountability and ensures programs, practices, and services are aligned with Institute priorities, collective agreements, policies, and applicable legislation.
Duties & Responsibilities
KEY ACCOUNTABILITIES:

  • Participates and contributes as a key member of the Director, Employee Relations leadership team in the development and implementation of strategic objectives, plans, priorities and initiatives specific to Human Resources programs and activities consistent with the Institute’s mandate, mission, values and objectives.
  • Acts as a trusted advisor providing strategic HR advisory services, coaching, and partnership to leaders on complex people management matters related to employee experience and talent, while promoting a positive and engaging employee and labour environment.
  • Provides leadership and oversight to the development and implementation of a strategic talent attraction and recruitment program, HR advisory services and activities that fosters innovation, accountability, collaboration while ensuring effective, and inclusive practices across the institute.
  • Leads, coaches and supports the Recruitment Specialists in managing complex or sensitive recruitment activities, selection processes, and workforce planning initiatives.
  • Leads, coaches and mentors the HR Business Partners, as a trusted and strategic partner, in the development and implementation of effective people management strategies, practices, standards, and initiatives delivering support and services to client areas.
  • Collaborates and supports organizational activities that advance the employee experience, workforce sustainability, organizational effectiveness, and employee engagement.
  • Researches best practices, trends, and emerging approaches in employee experience, talent acquisition, and people development, recommending appropriate actions and implementation across the Institute.
  • Collaborates with leaders and employees, as appropriate, in the development, implementation, and continuous improvement and enhancement of employee experience and talent programs, including workforce planning, talent acquisition, onboarding, career development, performance management, recognition, retention, and succession planning.
  • Ensures team compliance with Institute policies, collective agreements, legislation, and jurisprudence related to employee experience and talent programs.
  • Ensures HR programs and practices are equitable, inclusive, and compliant with collective agreements, policies, and employment, labour, and human rights legislation.
  • Builds and maintains effective, collaborative relationships with leaders, employees, unions, and partners to support a positive employee environment.
  • Works in partnership with Labour Relations and other areas within HR to ensure a coordinated, integrated and consistent approach to service delivery.
  • Develops reports, analyses, dashboards, and presentations to keep the Director informed of program outcomes, trends, risks, and emerging issues within areas of accountability.
  • Manages direct and indirect reporting staff, oversees and participates in selection, coaching, mentoring, development, performance management and all other people-management practices.
Qualifications
QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s degree in a relevant discipline; an equivalent combination of education and experience may be considered.
  • Chartered Professional in Human Resources (CPHR) designation preferred.
  • Minimum six years of progressive human resources experience, including leadership experience, with an emphasis on employee experience, talent acquisition, and HR advisory services in a unionized environment.
  • Advanced knowledge of workforce planning, talent acquisition, employee experience, performance management, succession planning, and engagement practices.
  • Advanced knowledge of employment, labour, and human rights legislation.
  • Demonstrated leadership ability with experience building and managing high‑performing professional teams.
  • Fosters a culture of respect, understanding, diversity, equity, inclusion and an appreciation for diverse perspectives.
  • Advanced communication, interpersonal, analytical, and conflict resolution skills, with the ability to influence and build trust at all organizational levels.
  • Proficiency with standard office systems and applications.
