Position Summary
BCIT’s Information Technology Services department is seeking a regular, full-time (1.0 FTE) Associate Director, Applications and Solution Delivery. This position leads the Application, Solution Delivery and Data Science teams, managing their oversight, fostering alignment and cross-collaboration with the broader Information Technology Services’ (ITS) teams. Ensures teams are operating and achieving the Enterprise and functional goals as set out by the Department’s plans. Enables teams in the delivery of their goals by addressing systematic and operational barriers and resourcing issues. Works in partnership with leaders to solve fundamental technology issues, strengthen service delivery and advance capabilities in the Application, Solution Delivery and Data Science functions.
Duties & Responsibilities
KEY ACCOUNTABILITIES:

  • Contributes as a key member of the Information Technology Services’ (ITS) leadership team in the development and implementation of strategic Information Technology objectives specific to Applications, Solution delivery, and Data Science consistent with the Institute’s mandate, mission, and objectives.
  • Provides strategic and operational support to the Director, enabling informed decision making, oversight and delivery on their key objectives for the department functions.
  • Contributes as a resource to the management decision-making processes of the ITS leadership team by overseeing, researching and assessing best practice approaches, drafting proposals, and preparing costing alternatives for consideration.
  • Advises the Director of functional progress, providing high-level briefings to support efficient decision making and ensure their awareness, alignment and cohesion with the broader ITS teams. Identifies risks and raises awareness of any significant issues that could impact department goals or cause roadblocks to delivery.
  • Provides directional oversight to the Application, Solution Delivery and Data Science operations and planning, while working with leaders to enable cooperation across the ITS department’s functional areas. Advances tactical initiatives aimed at optimizing applications, services, and future technology objectives.
  • Provides operational leadership and oversight in the optimization of IT service delivery, enhancing performance, reliability, and service levels, aligning with organizational needs and client expectations. Oversees the continuous improvement and service optimization efforts, leveraging metrics, process improvements, and best practices to enhance efficiencies, quality, and user experience.
  • Develops and oversees the design and implementation of Application Services and Solution Delivery operating tactical plans, policies and processes. Works to build cohesion, cross-collaboration and alignment between operational teams and project functions with a forward-focussed approach. Consults with the Director on directional and strategic plans, recommending approaches and operational efficiencies.
  • Directs the implementation and delivery of the Department’s plans for the Application, Solution Delivery and Data Science teams. Determines tactical approaches for their delivery, engaging with departmental leaders and colleagues on the approach, timelines and resource planning.
  • Works with project teams to plan for and assign resourcing to projects. Works with managers to align project needs with functional team’s operational needs, seeking to find resolution with leaders that will help enable deliverables, while maintaining operational capacity.
  • Seeks to optimize delivery of solution services and application delivery by working with leadership to plan for and deliver on a more efficient delivery model. Promotes initiatives aimed at optimizing applications, services, and solution delivery objectives.
  • Provides consultation, expertise and advice to partners, communicating standards, guidelines, risks, and options. Manages escalated issue resolutions.
  • Provides education to promote awareness and ensure compliance with ITS policies, programs and regulatory requirements.
  • Builds and maintains respectful and collaborative relationships with BCIT’s schools and service departments to achieve both broad and targeted goals around IT applications, IT solution delivery, and Data Intelligence, ensuring oversight to needs are being addressed and departments supported, while making sure the ITS functional teams are still able to deliver on Enterprise and department deliverables.
  • Represents the application and Solution Delivery teams on broader leadership committees; provides expertise and advise in the Institute’s future plans on Technology.
  • Guides and coaches direct report leaders on workforce, resourcing challenges and conflicts within own functional teams. Supports them to address leadership concerns and works towards resolution, while fostering respectful and inclusive work teams.
  • Manages direct and indirect reporting staff, oversees and participates in selection, coaching, mentoring, development, performance management and all other people-management practices.
Qualifications
QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s degree in computer science, information systems, or other related field (Master’s preferred).
  • Minimum 8 years’ experience in IT and business/industry with at progressive levels of responsibility, involving leadership, management of cross-functional teams, and influencing management and key partners.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated expertise in the concepts, theories, practices and techniques of IT applications, infrastructure planning, systems integration, architecture, technology operations, and system lifecycle management.
  • Broad knowledge of current and emerging technologies, technology directions and strategic application to business needs; includes familiarity with traditional IT practices, as well as emerging methods.
  • Advanced business acumen and planning skills, with ability to establish processes and manage achievements against key metrics.
  • Strong skills in budget planning, financial management and resource management.
  • Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.
  • Ability to work cross-collaboratively while driving changes forward.
  • Strong leadership skills and ability to manage a cross-functional team of reporting leaders and specialists; ability to communicate a vision that inspires and motivates staff.
  • Demonstrates a strong understanding of enterprise business operations such as, Finance, Human Resources, and Academic Operations, with the ability to translate business priorities into effective service and operational delivery.
