Position Description:

US CITIZENSHIP AND ACTIVE TOP SECRET OR TS/SCI CLEARANCE IS REQUIRED
CGI Federal is seeking a Cyber Subject Matter Expert (CYBER SME) to provide high‑level cybersecurity leadership, advisory support, and technical expertise for large‑scale federal systems operating across hybrid cloud and on‑prem environments.
The CYBER SME functions as the program’s senior cybersecurity authority, responsible for shaping security strategies, guiding secure architectures, directing complex authorization activities, overseeing enterprise vulnerability management, and advising senior leadership on cyber risk posture. This role requires deep mastery of federal cybersecurity frameworks, modern cloud security practices, and enterprise‑scale system engineering.

Your future duties and responsibilities:

• Serve as the principal cybersecurity advisor, providing strategic guidance on secure architectures, risk management, and cyber governance.
• Lead enterprise‑level RMF and ATO strategies, including development, review, and approval of SSPs, CMPs, IRPs, ISCPs, ISAs, POA&Ms, and continuous monitoring artifacts.
• Provide authoritative guidance on system architecture, cloud adoption patterns, network topology, and engineering decisions that influence security posture.
• Direct vulnerability management programs using STIG, SCAP, ACAS, and other federal assessment tools; ensure timely remediation of high‑impact findings.
• Establish and maintain cybersecurity standards, frameworks, and policies that ensure alignment with federal cybersecurity requirements and organizational directives.
• Conduct advanced cyber risk assessments and develop mitigation plans for complex, multi‑cloud or hybrid enterprise environments.
• Lead change management and configuration control activities, including security impact assessments for major system modifications.
• Mentor and guide Junior, Mid‑Level, and Senior ISSOs; serve as the escalation point for complex RMF, architecture, and compliance questions.
• Represent the program’s security posture in executive briefings, audits, assessments, and cross‑agency working groups.
• Provide expert input on system modernization, cloud transformation, DevSecOps integration, and enterprise resiliency initiatives.

Required qualifications to be successful in this role:

• Bachelor’s degree in Cybersecurity, Information Technology, Engineering, or a related discipline (Master’s preferred).
• 10+ years of progressive cybersecurity or IT experience, including senior‑level leadership or SME responsibility.
• Active Top Secret or TS/SCI clearance.
• Proven mastery of:
– Risk Management Framework (RMF)
– ATO lifecycle strategy and adjudication
– POA&M governance and executive‑level risk decisioning
– STIG/SCAP/ACAS vulnerability frameworks
– Continuous monitoring governance and reporting
• Demonstrated ability to lead multidisciplinary cybersecurity and engineering teams.
• Exceptional communication and advisory skills suited for senior stakeholders and executive audiences.

Preferred Certifications
• CISSP (strongly preferred)
• CISM
• CASP+ CE
• CCSP
• CCNP Security
• CISA
• GCED
• GCIH
• Other advanced cybersecurity or cloud security certifications

Technical Mastery
• Expert‑level proficiency with STIG, SCAP, ACAS, Tenable, and enterprise vulnerability management tools.
• Deep understanding of secure cloud architecture (AWS, Azure, multi‑cloud).
• Experience with DevSecOps, CI/CD pipelines, and security automation/orchestration.
• Familiarity with SAST/DAST tools and automated testing frameworks.
• Ability to analyze and guide system and network architectures for compliance, resilience, and risk reduction.
