You and your team will create and sustain effective partnerships across our business and beyond, running programs that intersect key corporate functions like Finance and Legal. Programs you own improve our engineering processes – you will make it better to be an engineer in Microsoft Entra. You will make it more efficient to operate hyperscale infrastructure running on millions of cloud instances globally. To do this you and your team must be experts in cloud infrastructure and operating mission-critical services – Identity is integral to the technology experience of billions of people around the world.

Qualifications
Required/Minimum Qualifications
- Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development
- OR equivalent experience.
- 3+ years experience managing cross-functional and/or cross-team projects.
- Experience leading cross-functional programs that delivered large cost savings.
- Ability to engage deeply with engineering teams on architecture, telemetry, and performance trade-offs.
- Experience influencing senior stakeholders and driving alignment across orgs.
- Experience in financial modeling, forecasting, and variance analysis.
Other Requirements: Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Additional or Preferred Qualifications:
- Experience with Cloud, and financial modeling tools is a plus.
- Experience managing COGS or infrastructure cost optimization in a cloud-scale or enterprise environment.
- Familiarity with financial modeling platforms.
- Demonstrated success in influencing engineering teams to adopt cost-conscious design and operational practices.
- Understanding of platform architecture, service reliability, and performance trade-offs in cost-sensitive environments.
- Experience leading cross-functional initiatives involving finance, engineering, and product management.
- Experience in strategic planning, including long-range forecasting, investment planning, and executive reporting.
- Proven ability to drive cultural change toward operational efficiency and financial accountability.
- Experience with enterprise-scale reporting and dashboarding tools (e.g., Power BI, Tableau, or internal equivalents).
- Familiarity with Microsoft Entra, identity platforms, or security services is a plus.
Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $139,900 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.

Responsibilities
We are looking for a strategic and technically adept Principal Technical Program Manager – COGS Strategy & Optimization strategy and drive high-impact initiatives that improve cost efficiency across our platforms. This role requires a strong partnership mindset, deep technical fluency, and the ability to influence engineering teams to identify, prioritize, and execute cost-saving opportunities at scale. Key Responsibilities -
- Lead COGS Strategy: Own the end-to-end COGS management lifecycle, including forecasting, tracking, and optimization across services and infrastructure.
- Drive Cost-Saving Initiatives: Partner with engineering and finance to surface inefficiencies, propose solutions, and deliver measurable cost reductions through tooling, automation, and architectural improvements.
- Influence Without Authority: Build trusted relationships with engineering leaders and cross-functional stakeholders to align on priorities, secure buy-in, and drive execution of cost initiatives.
- Operationalize Insights: Translate telemetry, usage, and financial data into actionable insights and dashboards that inform decision-making and accountability.
- Support Strategic Planning: Contribute to long-range planning (LRP), SIP proposals, and executive reviews with clear narratives on cost trends, risks, and opportunities.
- Champion a Cost-Aware Culture: Promote best practices for cost-conscious engineering, including early design reviews, preventative controls, and education on platform cost drivers.
