Job Summary

As part of the Regulatory Compliance Management (RCM) team, the Senior Manager, RCM Policies (the “Senior Manager”) is responsible for the establishment and execution of a cohesive program for various enterprise-wide RCM policies and standards.

What is your opportunity?

You will be responsible for the establishment and execution of a cohesive program for various enterprise-wide RCM policies and standards as well as the development of RCM-related guidance and training materials. As the Senior Manager, RCM Policies, you will also provide advisory support to Segment and Functions compliance teams on RCM policies and control standards requirements and expectations.

What will you do?

RCM Policies

  • Lead the development, update, and maintenance of enterprise RCM Framework and RCM Control Standards in accordance with RBC’s RP5 requirements and the Policy Management Authority (PMA), subject to review by the Director, RCM Methodologies and Technology.

  • Establish and implement formal training strategies to ensure policy requirements and updates are understood, including developing guidance and training materials for policies and standards updates.

  • Participate in collaborative stakeholder discussions across the first and second lines of defense to ensure policy updates reflect regulatory expectations and prudent business practices and meet Compliance Oversight and Advisory Teams (COAT)’s needs where applicable.

  • Assist with the development of monitoring and testing and other 2LOD activities performed by RCM teams with respect to policy adherence in accordance with RBC’s RP5 requirements.

  • Work closely and cultivate strong relationships with key stakeholders, including first line of defense (Chief Controls Office), COATs, RCM Governance and Reporting team, Enterprise Risk Policy team, etc.

  • Review policies in other functional areas on behalf of Compliance to ensure alignment of requirements and practices with the RCM Framework.

  • Facilitate the approval process for exception requests to enterprise-wide policies and control standards in Compliance. Ensure policy exception requests are tracked, managed and escalated, as required.

Advisory

  • Act as the subject matter expert on Enterprise Policy requirements and expectations and provide insight, direction and advisory support to policy/standard users.

  • Provide advisory support and training, as required, to all impacted parties with respect to policy and standard requirements.

What do you need to succeed?

Must-have

  • Financial services and compliance/legal experience

  • Strong experience drafting and maintaining policy documents

  • Strong verbal and written communication skills for updating standards, facilitating training and dealing with large stakeholder groups

  • Advanced knowledge of applicable regulatory and internal policy requirements

  • Understanding of/ experience in RCM regulatory requirements and related methodologies

  • Previous experience leading projects involving cross-functional stakeholders

Nice-to-have

  • Juris Doctor and/or Bachelor of Laws
