Job Description

What is the Opportunity?
We are seeking a strategic leader to modernize and scale the governance structures and processes that enables RBC's public-facing digital presence to move faster, and with confidence—while meeting regulatory, accessibility, and compliance requirements seamlessly to maintain customer trust.

This role will systematize, consolidate, and evolve our governance approach—turning fragmented processes into scalable frameworks and reactive checks into embedded standards. Operating at the intersection of Digital Marketing, Regulatory, Risk, Compliance, and Technology, you'll bring structure to complexity—creating the connective tissue that allows regulated digital experiences on our public-facing digital properties to scale efficiently.

This role is ideal for someone who finds deep satisfaction in creating systems that make others more effective and sees governance as a competitive advantage.

What Will You Do?

1. Modernize Digital Governance Framework

  • Consolidate and systematize how Regulatory, Legal, Compliance, Privacy, and Accessibility requirements are translated into actionable digital standards and policies—covering WCAG, Bill 10, Bill 64, and other applicable legislation
  • Serve as the central point of contact for cookie consent management and privacy governance across the public website, working cross-functionally to ensure continued compliance with evolving regulatory requirements and maintaining comprehensive documentation of cookies applied across the public site.
  • Evolve existing processes to ensure regulatory requirements are consistently applied across domains—eliminating manual workarounds
  • Operationalize the regulatory postings function through your team

2. Systematize Compliance & Audit Readiness

  • Build compliance tracking, attestation processes, and audit readiness documentation for the web channel and its content to make compliance visible and manageable at scale
  • Implement web content-related risk tracking and remediation visibility systems

3. Build Performance Measurement & Reporting Infrastructure

  • Create comprehensive reporting frameworks, metrics, and executive dashboards to provide visibility into governance maturity, compliance progress, and accessibility conformance
  • Deliver executive-ready insights that track governance effectiveness and continuous improvement
  • Integrate governance metrics into broader digital performance frameworks

4. Advance Accessibility Governance & Site Experience Monitoring

  • Be the accessibility champion and SME for Digital Marketing and lead the team supporting the delivery of key enterprise accessibility projects for our public-facing web properties.
  • Partnering with Regulatory and Accessibility partners, help scale accessibility governance frameworks including conformance targets, centralized issue tracking, and reporting across Digital Marketing and our public facing web properties
  • Oversee site feedback monitoring focused on governance-related concerns: accessibility barriers, compliance issues, disclosure accuracy, and trust indicators

5. Crisis Communications Operations & Strategic Initiatives

  • Operationalize website crisis communications operating model with clear decision rights and readiness protocols
  • Own the authoritative system of record for the public website including page/section/site inventories, and ownership assignments
  • Lead cross-functional strategic initiatives related to digital governance modernization and transformation

6. Team Leadership & Executive Advisory

  • Lead a high-performing team executing digital governance operations, regulatory postings, site feedback monitoring, and compliance coordination
  • Advise senior leaders on governance implications of digital strategy and platform evolution
  • Cultivate relationships across Digital Marketing, Legal, Compliance, Risk, Technology, and business stakeholders

What do you need to succeed?

Must Have:

  • 5 to 10+ years of experience in digital governance, regulatory enablement, compliance operations, or digital product management in large-scale enterprise environments
  • Proven transformation mindset: experience modernizing and scaling governance frameworks in complex organizations
  • Strong understanding of public websites, regulated digital content, and digital compliance frameworks (WCAG, privacy legislation, accessibility standards)
  • Extensive expertise and/or experience with accessibility legislation and standards within a digital context
  • Experience systematizing compliance tracking, audit readiness protocols, and exception governance
  • Track record developing reporting frameworks and governance dashboards that provide executive-level insights
  • Previous experience leading and managing teams responsible for governance execution or compliance coordination
  • Exceptional communication skills—able to make complex regulatory concepts accessible and actionable
  • Highly collaborative, strategic thinker who thinks in systems and scales, comfortable navigating ambiguity in matrixed environments
  • Strong organizational, program and time management capabilities.

Nice to Have:

  • Experience with site feedback monitoring, crisis communications governance, or CMS/digital experience platforms
  • Background in site stewardship or information architecture governance at enterprise scale
  • Previous digital transformation experience in regulated industries (financial services, healthcare, government)

This role is hybrid and will require you to be in office 3 days each week - subject to change.
