Job Description

What is the opportunity?

The Chief Control Office reports into RBC’s CFO Group and adds value by overseeing several key risk management programs including the Operational Risk Program, the Culture and Conduct Risk Program, the SOX Compliance Program and the Regulatory Compliance Management (RCM) Program. On behalf of the CFO Group, the team is responsible for the design and execution of the programs it oversees. It supports the CFO Group’s objectives by bringing a systematic, disciplined approach to evaluating and improving the effectiveness of risk management, controls and governance processes which impact the CFO Group and, in the case of SOX and GL Governance, all of RBC. The Senior Manager, Regulatory Compliance Management will assist the Director, Regulatory Compliance Management in leading these activities for the CFO Group’s RCM Program.

The Senior Manager will be responsible for managing both the Functions Compliance Oversight and the Business and Market Conduct and Privacy Risk Programs and will provide subject matter expertise on regulatory compliance and control matters.

What will you do?

  • As a subject matter expert, lead in the design and maintenance of all RCM processes ensuring full alignment with all RBC RCM Standards and policies, documentation is current and accurate and tools and templates which comply with all components of the RBC RCM Program are available for all CFO Group members.

  • Provide day-to-day oversight of regulatory requirements, impact assessments, controls, and risk assessments across all regional risk areas.

  • Identify new risk areas and assist in embedding these into the RCM Program when appropriate.

  • Interpret and provide guidance based on Enterprise Compliance requirements and the RCM Policy and Standards to all CFO Group teams globally.

  • As the 2nd Line Assurance lead, design, implement and execute quality review, monitoring and oversight processes to ensure CFO Group processes, controls and documentation standards meet RBC expectations.

  • Provide training on regulatory compliance management best practices to CFO Group risk areas.

  • Collaborate with partners across the CFO Group, Enterprise Compliance and other RBC Functional teams to interpret program requirements and local jurisdictional differences, share best practices and identify and evaluate relevant risks and controls

  • Leverage specialized subject matter expertise to ensure the team provides timely, cost effective and innovative solutions to help improve risk management processes, procedures and controls.

  • Advise CFO Senior Leaders on significant or pervasive areas of emerging regulatory compliance risk and/or issues. Identify root causes, assess implications and recommend and track corrective actions

  • Incorporate new CFO Group teams into the RCM Program. Assess the impact of new policy and standard requirements on the CFO Group program, processes and controls.

What do you need to succeed?

Must-Have:

  • 5+ years’ of relevant experience in regulatory compliance, risk management, or accounting/ finance
  • Knowledge of the functions oversight/ reliance model in regulatory compliance
  • Proven track record as a valued advisor with the ability to provide constructive challenge
  • Demonstrated drive for impact and innovation
  • Strong project & business execution skills
  • Ability to work collaboratively across teams and stakeholders
  • Organizational awareness with proven influence at senior levels
  • Exceptional written and verbal communication skills (including executive-level communication)
  • Commitment to developing self and others
  • Ability to embrace and drive change

Nice-to-Have:

  • CPA or equivalent accounting designation
  • Strategic, with an enterprise-oriented mindset
  • Experience in strategy development and process design for compliance programs
  • Familiarity with RBC RCM Standards, policies, and frameworks
  • Prior experience in 2nd Line Assurance roles (quality review, monitoring, oversight)
